Jerry has concentrated his practice exclusively in the area of construction contract counseling and litigation for over 30 years, including both private projects and public projects arising from federal, state and municipal contracts. His practice is presently dedicated to construction law and litigation in state and federal court and at the administrative agency level. He has represented general and specialty contractors, architects and engineers throughout the state on all types of design and construction matters.
Jerry is admitted to practice before the Supreme Court of Pennsylvania and the United States District Courts for Maryland and the Eastern and Middle Districts of Pennsylvania. He has also litigated construction claims on behalf of contractors against various state agencies before the Pennsylvania Board of Claims. He was one of the first attorneys to successfully litigate the issue of a contractor's entitlement to interest, penalty and attorney's fees under Pennsylvania's Contractor and Subcontractor Payment Act, obtaining a favorable jury verdict that was upheld by Pennsylvania's Superior Court. More recently, he successfully represented a disappointed bidder in a bid protest before a court of common pleas, obtaining an injunction that ultimately resulted in the award of a $14.5 million contract to his client.
Jerry received a Juris Doctor degree from The Dickinson School of Law in 1983, where he was a member of the Appellate Moot Court Board. In 1975, he graduated magna cum laude from Penn State University with a Bachelor of Architectural Engineering degree and, in 1980, received a Master of Science degree in Architectural Engineering from Penn State, where he was awarded a graduate teaching assistantship.
Prior to his legal career, Jerry worked as an engineer in the construction industry, first as a project manager for a construction management firm on general construction projects and later as a project manager for an electrical subcontractor on various commercial office projects.
Over the past 30 years, Jerry has been an adjunct professor at Penn State teaching various legal, design and construction management courses to engineering students. Currently, he is teaching a course entitled 'Legal Aspects of Engineering and Construction' at Penn State's University Park campus along with the course 'Construction Contracts' at Harrisburg Area Community College.
